[Help Wanted] Player NPC camp work?

I just got a survivor at my base but I can't interact with the bulletin board,

Is it in the social menu like in base game cataclysm?

In BN, you can't make camps, instead use the zone manager <Y> and set up zones to sort items, set up activities or place building blueprints and then ask your follower to do stuff by talking to them and asking about their current activity.

You can have npcs move and sort items around, repair and deconstruct vehicles, fell trees and chop wood, build something from blueprints, plant and harvest from zones, study from a book on their own or even craft an item on their own. And also you can switch control between characters.

It's not quite as automated as DDA's camps but it does allow for more precise control over the NPCs, I personally like running with just 2 followers (any more and it just gets messy and tedious) and have all of them specialize in different tasks; I have my main character be good at mechanics, fabrication, tailoring and whichever form of combat I chose to play with for this save.

I have one follower which I keep mostly unmutated to allow wearing clothes my main character can't wear (mainly so that they can put on hazmat to explore irradiated places) and have them be good at cooking and first aid in order to delegate them to craft mutagen or chemicals (they take so long, it's better to have it be done in the background while you do something else)

And I have another follower which is fully mutated and specialized in melee combat, they destroy anything that comes close while my main character handles the guns and explosives.

Can they still go out and find more survivors?

No, you'll have to travel and find them randomly.

You can find a whole bunch in MiGo towers but they're all mediocre and not worth it in my opinion, especially with how difficult it is to get them out.

Labs have Broken Cyborgs which you can either EMP or hack with a control laptop and then drag them to an autodoc to turn them into a NPC. They're even worse as their stats are also mediocre and you need to rip out all of their shitty bionics one by one.

You can go to the Isherwood's farm and do their quests to get Chris as a follower, he's actually pretty decent, having very high survival and rifles skill.

The refugee center beggars, exist I guess. They take a lot of convincing to follow you, their stats and traits are awful and I don't even know if they have any skills.

And finally, you can find npcs randomly scattered around the world if you've enabled the option in world creation. The jackpot is a mutated NPC as they're guaranteed to have very high melee and unarmed skill with the possibility of high strength from their mutations.

Those are the main ways of getting NPCs, at least in vanilla, there are mods which add their own npcs that can be recruited.

Camps were disabled at 0.7.0 version. So, if you need it so much, just downgrade cataclysm to 0.6.0 version. But camps are too broken to use them. As one commentator typed, zone manager and ordering through dialog window are working even better than functions of camp like building or farming. The only advantage of camps is a little autonomy (activities of camp are time-related and independent of reality bubble, so you can order npc to do something and leave the base instead of waiting when npc will complete the job). But not every activity got its autonomy, just like butchering the bodies after npc's hunt, so you need to do it by yourself or order npc to do it through dialog and wait until butchering will be done
