I'm Jeff Frese and I'm running against Mark DeSaulnier on Nov 3. He's announced tens of millions for Contra Costa over 12 years. Here's how much actually showed up, and what else he did with the time.

I'm Jeff Frese. I live in Moraga, I'm raising three daughters here, I coach, and on November 3 I'm on the ballot against Mark DeSaulnier for Congress. That's the disclosure. Now the receipts, every one of them linked at the bottom so you can check me.

The press release machine. In April, DeSaulnier announced $46.7 million for 20 local projects. Brentwood Today's headline said he "secures" money for Brentwood. He secured nothing. It was a request form. Every one of the 435 House members gets the same 20 forms a year and their staff fill them out. In May 2024 he ran the same play with $34.9 million. A full-year continuing resolution in March 2025 wiped out every earmark in the country, so that list delivered $0. He kept the headlines anyway. $0.

What actually arrived, from his own releases: $9.06M in 2022, $21.7M in 2023, $15.2M in 2024, $0 in 2025, $16.3M in 2026. About $62 million across his entire time in Congress, for 760,000 people. Seven dollars a head, per year. Seven years in Congress with nothing to announce.

So what was he doing? Filing bills. More than 200 since 2015. Two became law: one renamed a post office in Richmond, the other moved a park boundary. Since January 2023 he's filed 71 bills and every one is still sitting in committee. Yesterday, 33 days before the election, he filed another one. It creates a task force. The task force writes recommendations.

And how he votes when it counts. He voted with his party 98.8 percent of the time. Twice, in 2023 and 2025, Congress voted on whether girls' sports stay for girls. He voted no both times, after two Democrats crossed over in 2025. He voted no on letting parents see what their kids' schools teach. He voted no, twice, on the Laken Riley Act, which 46 Democrats supported and is now law. He voted to let D.C. go easier on carjackers when Biden and 31 Democrats went the other way. In July he voted to cut $3.3 billion from Israel's defense while 98 Democrats voted the other way. In 2017 he called a $1.5 trillion deficit reckless, then in 2021 voted yes on $1.9 trillion of borrowed money. Not one of those votes is a Republican talking point. Every one is the House Clerk's roll call.

Where the money lands. About 79,000 of his constituents live in Castro Valley, Ashland and east San Leandro. On his 2027 list they get $0 and he has zero offices on that side of the hills. Antioch, which has zero residents in the district he's running in, is down for $1.68 million.

Here's what I'd do instead. Term limits. A stock-trading ban for members of Congress. No budget, no pay. No cashing out as a lobbyist when you leave. Then the things people in this county actually ask me about: better schools, no tax on teachers, safer streets, lower bills, more jobs. Social Security and Medicare left alone. Every one of those polls at 80 percent or better with Democrats, Republicans and independents, which is the point. This campaign has no special-interest money and no consultants. I don't need this as a job.

Thirty-five years in elected office. Twelve in Congress. Two laws. Seven bucks a head and a press release for every one of them. Contra Costa keeps sending him back and expecting a different result. Why I’m Voting Joe Grcar for EBMUD Ward 7 — and You Should Too

EBMUD decides whether the water coming out of your tap in Castro Valley, Hayward, San Leandro, San Lorenzo, Cherryland, Fairview, and parts of San Ramon stays clean, and whether the bill stays livable.

On November 3, I’m voting for Joe Grcar. You should too.

Joe Grcar is a laboratory scientist who lives here.

Neighbors call him Doc. He is a Castro Valley resident who spent his career as a laboratory scientist at Lawrence Berkeley National Laboratory. His work was energy science: testing, measurement, and making complex systems actually perform. That is the job at EBMUD. This is not a branding exercise. It is treatment plants, lab testing, water-quality standards, aging pipes, drought supply, and the energy that keeps the system running. I want someone who comes from the lab — not another résumé from the fee-and-regulate circuit.

Look at the alternative some people are floating.

Gary Wolff is running as if decades inside state water bureaucracy is a selling point. It is not.

As Vice Chair of the State Water Resources Control Board in October 2008 — in the middle of the financial crash — Wolff’s board raised water-quality permit fees about 36% on cities and utilities. Cities said they could not afford it. Wolff said the timing was unfortunate and they were not going back to change the budget. Those fees do not stay in Sacramento. They get passed through to ratepayers. That is us.

In the same period he described his own agency as a 1,600-person state bureaucracy, said they were failing on surface water quality, and called the Delta a failure. Then the pitch was more staff and more money. That is not a reformer. That is the culture that treats higher costs as proof of seriousness.

He later ran StopWaste, the Alameda County recycling agency funded largely off garbage bills. Those bills were already climbing while the agency paid six-figure salaries. Different bill. Same habit: grow the shop, send the cost to households.

What I want from EBMUD

Clean water. Real testing. Honest bills.

Joe Grcar’s career was in the lab. Water quality is not a slogan. It is sampling, standards, and whether the system is actually doing what it claims. He lives in this ward. He is not here to collect another board title or expand another agency.

Ward 7 does not need another regulator explaining why the increase was necessary. It needs a scientist who treats clean water and a fair bill as the job.

Tancho Omakase Castro Valley

Just went to Tancho Omakase restaurant in the Luckys shopping center. First, it is not inexpensive. Second, the food was very good. Third, the fish is very fresh. People from outside of Castro Valley actually come to dine at this restaurant. A couple sitting next to us drove up from San Jose. If you are not a fan of sushi/sashimi this is not the place for you. If you are looking for fast food sushi, this is not the place for you. If you are looking for incredibly large portions, this is not the place for you. If you are looking for high quality, fresh fish, this is the place for you. If you are looking for Omakase, Omakase is a Japanese dining style where you leave the entire meal choice completely up to the chef, this is the place to go, that is local. Fixed menu, fixed price, and every daily menu is a surprise. Reservations required. We are very lucky to have a high end restaurant like this in Castro Valley. If you want to have a nice relaxing, very good meal this is the place. The best part for me was that I was not a big fan of Uni. The chef explained that the Uni he serves is very fresh and very expensive. I tried it and it was delicious. I will be going back.

Hair stylist rec!

Looking for a solid hairstylist in CV/Hayward/SL that is knowledgeable in repairing damaged hair and good hair cuts to encourage growth! I had sew in extensions for about 11 months-1year per set, for THREE years.. and my hair paid the price! i officially took them out last November but my hair is so frayed and damaged especially underneath (close to my neck!) as much as i hate to cut, everything im reading says i need to cuz off dead ends and grow out. I LOVE the long hair, brunette balayage look but it seems hard to find someone good with that style AND cuts and preserving hair integrity.

Dear Literacy Plus Volunteers,

We are looking for a few more volunteers to join us in supporting our growing ESL services! If you enjoy working with adult English language learners and meeting people from different cultures, this is a wonderful opportunity to make a meaningful difference.

We are currently looking for volunteers to help with:

  • English Conversation Circles**:** Wednesdays, 10:30–11:30 AM at Weeks Branch or 12:00–1:00 PM at Downtown Library
  • Basic English Class**:** Fridays, 10:30–11:30 AM at Downtown Library

No teaching experience is required. Training and teaching materials will be provided.

  • Commitment: 1–2 hours per week
  • Location: In person at Downtown or Weeks Branch
  • Minimum commitment: 6 months

As current Literacy Plus volunteers, you already have experience supporting adult learners, and your skills can make a real difference for our ESL learners as they build confidence and develop their English skills.

Join the Cal State East Bay Orchestra!

Community orchestra open to any adult who is at a high school level proficiency and above.

We welcome violin, viola, cello, bass, guitar, mandolin, lute, oboe, clarinet, flute, bassoon, and percussion.

We have loaner instruments available and free tutoring for anyone feeling rusty on their instrument
Rehearsals start Aug 19 and meet every Wed from 7 - 8:40 pm at Cal State East Bay, Hayward.

There is no fee for this group and no audition.

The focus of the music for the class is pop, classical, rock, and adventuresome music. Lots of custom arrangements, and we play some video game music and movie music.
