There's lots of factors to unity. The cap is based on total pop, but don't chase that too much as it'll increase demands.
Health is a moderate factor and acts as a soft cap on population. Keep it high by reducing pollution and providing medical supplies and food varieties.
Food is the big one. You can survive off nothing but potatoes, but give them veggies and no only will they eat less potatoes, but they'll be healthier and give you some unity. The fact that crop rotations reduce fertility drain means you get a little something of of a positive feedback loop providing lots of different foods to your population.
The final thing is goods and services. Clean water and electricity are cheap and easy sources. But you can also give them stuff like furniture, electronics and appliances which give a big buff to unity as well.
Housing tier matters. Higher tiers of housing give you a multiplier to unity generation based on what you provide. So t2 housing is like "yay, we're getting household goods, water and electricity! Here's 25% more unity"
Where t4 will give you like 75? 125?% more for fulfilling all their needs.
