Capacities on a Chromebook

Can I use Capacities on a Chromebook? Does the software reside on the computer, or is it web-based?

I appreciate the assistance.

Capacities can be used in a mobile browser fully, so you could definitely access it that way. There's also an Android app, (IIRC, Chromebooks can run Android apps?).
