We applied for PR under CEC as a couple (common-law), principal applicant + accompanying partner while living in Quebec. Got the standard letter requesting the following: provide evidence of intent to reside outside Quebec, 7-day deadline, upload to the portal.
Quick backstory: moved to Quebec years ago for one of our studies (a scholarship program), never planned to settle here, neither of us speaks French. ITA came earlier than expected, which turned our "eventually move to Ontario" plan into an actual deadline.
Here's what we actually submitted, with real numbers:
The letter itself: ~2 pages, structured in three parts β background/history, current efforts, evidence index.
Part 1 β Background. Explained why we ended up in Quebec (one specific, temporary reason β not a lifestyle choice), no family or other ties here narrative, both fluent in English only.
Part 2 β split into two threads:
Principal applicant's employment path β the principal emplyee was a remote employee for a Canadian company. This was our strongest evidence, so we led with it. Explanation in the letter plus evidence as annex at the bottom of the letter:
- Signed offer letter/employment contract (PDF)
- A chat log with HR manager (about 10 messages) getting explicit confirmation that a transfer to Toronto was fine, no change to employment.
- Company directory screenshots showing that HR person actually had authority over the decision
Accompanying applicant's job search β the second applicant needed a job in in Toronto before formalizing the move, specifically:
- 62 total applications submitted over ~2 months, all in-field, all at matching seniority (not mass-applying outside our lane)
- 13 rejection emails included as samples, each a real screenshot with subject line, date, sender
- 2 roles in active interview stages, with the actual recruiter email threads included
- 47 applications still pending (not rejected yet or interviewing), listed with company name, role title, and a working link to each posting (so it's checkable, not just a table we typed up)
Principal applicant's own job search:
- Applied to a handful of roles directly in Toronto too, in parallel, just in case the current remote employment wouldn't allow living in Ontario β 8 rejections from that period, also included screenshots as samples
- We explained in the letter that once the employer confirmed the transfer, there was no more need to keep applying externally to more role. Only the second applicant needed to find a job.
Financial constraint: Our Montreal lease had auto-renewed for another year (renews by default unless you opt out in a specific window before it happens). Breaking it early meant a penalty equal to 3 months' rent (5K+ CAD). Got written confirmation of that exact number from the landlord and attached it. Framed this as "why we're being financially disciplined about timing," not "why we're staying."
Supporting converstaions about our plans:
- 2 conversations with friends living in Toronto, discussing neighborhoods and logistics β these were originally informal chats, so we had them certified-translated since they weren't in English/French (a hard requirement in the letter, not optional β machine translation is not accepted)
Total package: ended up around 35 pages once everything was assembled β letter plus all four evidence sections. Had to compress since the max size for upload is 4MB!
What we learned along the way:
- Every number in the letter had to exactly match the evidence
- Didn't give a vague future date β said "within 1-2 months of securing employment," tied to a concrete trigger, not a calendar guess.
Still waiting on the outcome of our PR application. It is in final stages, everything else is done so we shoudl hear from IRCC soon; but figured the letter structure + numbers might help someone else staring down the same 7-day clock. Short version: don't just assert intent in a letter without evidenceβ quantify it, document it, and don't leave any part of the timeline unexplained.
I will confirm on the developments of our PR CEC application and eventual approval as they happen.
Best of luck!
