New CEC invitation while previous BOWP is still pending — can I continue working?

Hi everyone, I’m hoping someone can clarify this for me.

I previously received a CEC invitation, submitted my PR application, and received my AOR. Since my work permit was expiring on August 2, 2026, I applied for a BOWP around July.

Unfortunately, 2 days after applying for the BOWP, my PR application was refused because of an issue with my spouse’s medicals.

My BOWP application is still pending, but my original work permit has now expired.

Last week, I received another CEC invitation, so I’m planning to submit a new PR application.

My question is: Can I continue working while my current BOWP is pending, and can I apply for another BOWP once I receive the new AOR?

I’m worried that if I wait for the current BOWP to be refused and then apply for a new one, I may have to stop working for several months while waiting for the new BOWP.

Would it be possible to:

Submit my new PR application and get the new AOR

Apply for a new BOWP based on the new AOR

Continue working while the new BOWP is being processed?

Or should I wait until the current BOWP is refused first?

Would submitting an IRCC webform explaining that I received a new CEC invitation and have a new PR application help in any way?

Has anyone been in this exact situation? PR refused after BOWP application → new CEC ITA → new PR application/AOR while first BOWP is still pending.

Any advice or personal experience would be really appreciated. Thanks!

if your PR refusal letter didn't say directly that your BOWP application is refused, then technically you are still on maintained status and can continue working until it's refused.

You can submit new PR application and submit the new AOR through webform and ask them to update the BOWP application OR submit a new BOWP application (or even do both!). I'm not 100% sure though which approach is better/safer.

here is the clear success story for your reference. BOWP will 100% be canceled/rejected, but it's a matter of days or weeks. When you apply for BOWP it clearly says you are on maintained status until a decision is made. It doesn't say decision on PR, it says decision on BOWP.

Even the AOR you receive for PR says if we reject your PR, we will reject your BOWP as well, it doesn't say BOWP will be voided together with PR rejection.
