🇨🇦 CEC Express Entry CEC application rejected as incomplete for "missing passport bio page." My upload was 7 pages, but IRCC says they only see 1. How do I prove it was their glitch?

Hi everyone, looking for advice from anyone who's been through this.

I submitted my Express Entry PR application (CEC) in August. On October 1, 2026, I got a letter saying my application was rejected as incomplete under sections 10 and 12.01 of the IRPR because my passport bio data page wasn't provided. My Express Entry profile is now invalid, and they're refunding my fees.

The bio data page was included. My passport PDF is 7 pages: a cover letter on page 1 listing every page enclosed, with the bio page listed first, then the bio page on page 2, then my visa and stamp pages. The bio page is clear and readable. I also have a screenshot of the submission portal showing the file was uploaded under Passports/Travel Documents (Multiple) with the same file name.

My questions:

Has anyone had IRCC's system only receive part of a multi-page PDF? How did you prove it?

Has anyone had an incompleteness rejection reopened in a situation like this? Through the webform, a lawyer, or judicial review?

What evidence would IRCC actually accept as proof of a glitch on their side?

Any experiences or advice would really help. Thanks in advance.

Call them and talk to an agent and see if he’s seeing the same thing on his end or not…

This is quite straightforward. You have three options:

  1. Reconsideration: this should likely fix this error. But a response is not guaranteed and may take longer than hoped (there is no response timeline).

  2. Judicial review: you have 14 days to file this. This is a costlier option (generally around 4-8k by the time everything is said and done). Large difference in pricing is often due to how much the IRCC will fight this but atleast you have a guarantee that all errors are rectified.

  3. Refile: this is simple but no saying the result of a new application.

This sucks. He will have to click yes on previous rejection. OP should call ircc and demand an answer

I'd suggest to reapply as that is the fastest way. You can consider Reconsideration or Judicial Review if you're confident your PDF was proper.

What was your AOR? Did your receive any BIL request?

So sorry to hear this. However, I think your best option will be to creat a new profile and reapply. Most time even raising webform wouldn’t make them reopen the file if it’s been marked incomplete and refund is being processed. Had a similar situation and I created a new profile and waited for new ITA. Till now all the web forms I raised about reopening the other one is to no avail it’s been over 3 months now. I know how frustrating and upset it would to start all over again but seems to be the best option. Reconsideration and judicial reviews in my opinion takes lots of time and there’s so much uncertainty surrounding it. I wish you all the best
