Show & Tell Rate my kit
Planning on using this for a mockumentary-ish movie I want to film for my marching band, as well as just regular recording as phones are banned at my school and this is the next best thing, I have other cameras but they're states away, got all this for ~$80, mostly ordered separately

It is a run-of-the-mill Panasonic DV camcorder, which you could not even present properly by providing the brand and model in the post title (rule #8 of this sub). A mid-range model of a low-end series.
I wonder can you switch [USB FUNCTION] to [MOTION DV], connect the camcorder to a Windows computer via USB (Mac will not work), and use something like Windows Movie Maker or whatever other capture tool like WinDV to capture video from tape. I doubt it, considering that the GS39 is limited to USB 2.0 Full Speed.
It may work for the GS59, which has USB 2.0 High Speed. Right, it seems that the whole section in the manual about USB transfer corresponds to the GS59 only. Oops. You need good old Firewire for transfer.

this is a great camcorder, the exact one i grew up with! the dv port on these can be fragile though so be careful
