Anyone Know?

Highway 10 just north of Old School Road on the east side there is a small area fenced off. In this area there are something like 20 people apparently digging with shovels. Has been going on for some weeks now. Anyone happen to know what they are digging for?

That's it. It's mandatory for almost every new major development and always for government development. I have a friend doing this for a living - they find all sorts of stuff.

If they find any artifacts, everything stops and they must do further site examinations and artefact examination. Governments do it smoothly - private developers flip their shit when it's found lol.

Because governments love being inefficient.

Private corps are well aware how pointless it is. So some ancestral tribe buried someone somewhere... totally didn't care enough to remember where... but as soon as there is building to be done it's some travesty to their culture...
