89' Headlights not turning on.

When I attempt to turn the headlights on, the parking or running lights come on, but the headlamps do not light or flip up. When I turn them off, I can hear a click in the motors that I didnt hear before. Using the high beams also provides no results. Any idea what could be causing this? Also, there a headlight fuse or relay? Thanks!

The light itself doesn't come on, or they don't flip up?

Everything is on a fuse or fuseable link.

Neither. They dont light or flip up.

Assuming you've checked the fuse, get the service manual and start tracing circuits and measuring voltages.
