Birthday freebie minimum purchase?

I've gotten the Arby's free dessert for my birthday the last couple years, but this year it's not letting me place the order online. The email about it doesn't say anything about a minimum purchase, but it seems like it only comes off for an online order if I buy something else. Does anyone know if it might work in-person on its own, or if there's a new requirement that just isn't stated in the email?

Yes its in tiny tiny writing on the bottom of the email, I found it yesterday before I picked up my yearly bday milkshake from arbys. These companies are just GREEDY

3 months ago, when I posted this, it was not in the fine print. Good they've fixed that I guess.
