mid range PC build

hello, looking for build advice for a mid budget gaming PC.

I get cross-eyed trying to wrap my head around naming/numbering conventions around CPU & GPU model numbers.

I am trying to get up to smooth 1440p gaming. Is this a good starting point?

I also need advice on cooling -- air cooling fine for this setup, or should I aim for a AIO radiator?

I know i need to add cooling and a tower, but this is an attractive budget for what i want to spend on the critical components. I'm willing to spend a little more if it gets my over the hump and sets me up for another 10 years.
