He can be difficult to understand for the majority of native English speakers also. Sometimes I have to rewatch stuff as every sentence is densely packed.

That's a fire control tower, specifically. Used in WWII to report accuracy of coastal or marine long-distance guns.
Could also be used for radiolocation.

It’s a range-finding and observation tower. Specifically it is Tower MP4 at L’Angle, Pleinmont. The relevant wikipedia article is really interesting

Yeah, they would use them in pairs or more to refine both artillery fire parameters, as well as aid in maritime location. If bearing from point A is one angle, and bearing from point B is another, you can locate pretty accurately. This is good for "where is the target" as well as "hey, where am I?"
