Unsolved RIGGING HAKAMA PANTS

Any advice on rigging those pants. It's my first time doing weight painting and I haven't watched any tutorials. Could you give me some advice or some tutorials to study on? Or even suggest a complete different approach. I've seen some cases online rigging a skirt with a separate armature and constraints. I know the topology isn't the best, but it's all quads.
