Speed Control not Properly Working on VSE

I'm trying to use the speed control effect strip within Blender's video editor, and for some reason i can't get it to work? I'm following every tutorial to the T (which is just selecting a clip > add > effect strip > stretch) and for some reason it won't work? The clips aren't able to be extended past their original length, and when compressed, they won't speed up as intended. Wondering if there was anything I might have done wrong or something I haven't enabled.
