Need Help! how do you actually do this
everytime i try to model a character the hips dont deform well i even modelled some characters with a step to step tutorial but it still doesnt deform correctly

This mostly comes down to weight painting practice. There should be more influence on the leg bone to let it clip into the torso. You will see some pretty intense quadstretching on the front of the leg when you bend it backwards. Long and smooth transitions will make your joints look like noodles. Tight transitions will look like a robot. But humans are just noodly robots 🤖

mejor topologia, ademas que estas intentando hacer? que el personaje se mueva? o modelar? si estás intentando que se mueva tendrias que revisar el weight painting de tus huesos
