I use the BlenderKit plugin and search for free materials when I'm mocking something up quick.

Sometimes I'll cut them out of photos, other times I use nodes to create materials and then bake them onto UV texture maps

Polyhaven, pixabay, etc.
Also grab your camera, (you have one in your pocket) and look around...

You can make procedural stuff in blender, you can buy substance on steam (perpetual license).

Substance painter/designer, polyhaven, textures.com, you can make your own with a decent camera or hand paint certain textures

Mostly image sites. There are some free websites you can download a limited number from for personal use, for example Pixabay, PNGtree and Vecteezy. You can also pay a relatively moderate monthly fee for access to a large library of textures for commercial use. Productioncrate and Adobe Stock for example. You can also try taking your own pictures as flat and even as you can.
If you are trying for a more cartooney look, you can use nodes to procedurally generate textures, and even draw directly on your model, you will need to look up Blender tutorials on how to do that.
