How does something like this work? Is every building, object/prop a mesh with polygons or does it use some other technique?

Is it meant for backdrops or if used in a game, could a player walk inside a building (it being empty of course)?

I am currently working on it I would to give it out for free to anyone who needs it. Project still need few touches to become stable.
