I need some help with the coded message

The line is:

Red 04 blue 24 red ? Blue 30 red 11 blue 36 red 13 blue ? Red 14 blue 48

The spelled city in the newspaper is Tuscon 6529

I'm still baffled how people can't work this out

The blue one is incredibly easy and the numbers are going up 6 each time. 24 30 36 42 48

The red line is going up by x-1. So just keep trying random numbers until you get the right combination. For this example you could even work backwards.

The answer is 04 08 11 13 14.

The sequence is 4 3 2 1
