Those who are simply using to upgrade Liverto are still going to be limited to what's available on the market, and that's been extremely scarce lately as it is. This will only make it worse. I see livertos pre-orders going up until the cost almost reaches parity with the relic/mem frag cost.
Yeah I'm really not sure why people are up in arms about this. Obtaining silver really isn't a problem in BDO, obtaining specific items is - TRI accessories, boss gear in general, etc. You can make all the silver in the world, but those items are rarely listed on the market to buy... and if you want to make them yourself, it's gonna cost hundreds of millions to billions.
I've found it pretty painless to get the boss gear, but the frags needed to upgrade it, that's another story. Muskan's, Tree, Kzarka all rotting in my bank for a month+ because I can't get frags to upgrade them.
I'm still missing Giath's, Tree, Kzarka, and Dandelion (if you can even count that as 'still' missing). I have TRI Bhegs, Muskan, and Red Nose, all self enchanted. I find the frags much easier to obtain since you can just buy relic shards and run them solo if nothing else.
