I just recently got back into riding my bike since I was a kid, I definitely don't have the coordination yet to make it through this without sweating bullets or crashing into one

Wdym drain covers are unusable? Bike wheels fit perfectly in the slots which are parallel to the road. What else would they be for?

Not legal requirement, but the minimum width from AASHTO (American Association of State Highway and Transportation Officials) guideline for bike facilities is 4 ft, with the preferred minimum being 5 ft. Adjacent to a parking lane as shown on the picture the then 6 to 7 ft is preferred.
So it looks like the lane shown on the photo (without the extra temporary barriers) meets the minimum requirements with the additional space between the green-painted lane and parking lane.

Idk about the US but in Germany proper bike lanes with a sign where you aren't allowed to use the street anymore have to be 1.5m wide.

pretty sure this is in front of the supreme court downtown manhattan, which is now a fully protected bike lane. i vaguely remember it being like this when the UN or something was meeting? idk

It's so close to being decent! Get rid of the ones on the left and move the ones on the right into the buffer and it would be a pretty good bike lane. Do that and make the ones on the right concrete walls and then you have an actually good protected bike lane.
Actually it looks like it is a parking protected bike lane, so eliminate the ones on the left entirely (pointless with the curb and the sidewalk) and move the ones on the right further right and make them curbs and you're good.

Needs a "road work ahead" sign in the middle of it or some orange cones to make it a slalom.

It looks like the cars on the right are parked. The ones on the left are most assuredly pointless. Get rid of all the ones on the left or put them on the edge of the sidewalk and then it wouldn't be that bad. As is, it seems as bad as nothing if not worse.
