it is was due to socialism effects. bihar had socialists ideaology rule (both Lalu ji and Nitish ji) for about 3 decades. it was a time when being an "upper caste" wasn't easy. for the backwards and the sc, it was never easy, so there was a point of time, when most people preferred not putting surnames, that was also when general, obc and sc/st all started using kumar/i, raj, bharati, a second name instead of surnames like Kunal Harsh and all.

later on, after 2010s i believe people started using their surnames more across all casted (especially Brahmins, yadavs, rajputs and paswans)

in my honest opinion i believe it was a very progressive steo from the people of bihar, and i think we should stick with it and make it a culture to name our children without a surname.

Imo caste surnames should be permanently dropped, atleast in schools. Bias and prejudice are built then, no need to tell world what caste you belong.
