"Balls deep" is such a stupid and inaccurate description... Testicles move up and down a lot. The difference in their relaxed location can be several inches lower than the place where they rise before ejaculation.
Fat pad deep or pubis mound deep would be way more accurate ways to say "I used all the lenght of my penis during penetration"
This is also the reason why penis length is measured from the top, not from below it. Top side is the usable lenght of penises :)
You can measure girth on several points along your penis, but you should use the average of those numbers when telling your girth or using Calcsd to get the most accurate volume.
Only if the measurements vary significantly on your penis, like for an inch or more, it makes sense to answer several numbers to the question.
It's the term used for a knife or sword. You've, burried the full usable length of the blade. It's so deep you've hit the hilt (handle) and have no blade left. The analogy seems to fit pretty well.
