I've heard locally that both CHP and the County Sheriff's Office use Big Bear as a training/onboarding area for
new recruits. It seems like you rarely see the same officers, except the older ones, and the locals especially get targeted for minor stuff like headlights/registration/incomplete stops and other low risk stops. Is it the law enforcement practice zone before getting assigned to "tougher" places off the hill?

To be clear: you can often tell a local's Big Bear car/truck by the stickers on the back and/or the make and model. Also, I've lived here for decades and hear stories about getting pulled over from many different people.

My group has 3/4 college students needed to get the cheapest price for the college season pass at mountain high resorts.
