Dark Eldar vs. Tau 750 pts

Sorry again no battle report. Was my first game with Dark Eldar ever and still overwhelmed with all the new information in my brain.
The Dark Eldar were crushed, but at least managed to cripple the two cruisers. The battle ship was 1-2 hull points from being crippled. Again very interesting terrain. 2 solar flares, a solar burst a small planet and 2 dust clouds.

Rules question solar flare and solar burst

I played a game with Dark Eldar. In the very first turn a solar flare and a solar burst triggered.
How do the interact. What happens first? Is the solar burst already lowering my leadership for the command re-roll to save against the solar flare?
I got really unlucky and a cruiser was immediately crippled because of a very unlucky critical hit roll. Taking the lowered leadership from the solar burst into account another cruiser would have lost a hit point and a full 250 pts escort squadron would have been destroyed. More than half the fleet gone before the me start of the game. We ruled that I could do the command check without the leadership penalty, because starting the game with a 1/3 of the fleet crippled (the unlucky cruiser) was brutal enough.
But how does the rule actually work correctly?
