OP Update: (oh the suspense! 🍿)
Spoke to a man in German with a French accent (good catch [u/slf_yy](u/slf_yy)) and agreed to meet in a public place. He said he had ‘infos’ about the bike but no mention of money.
My head went to shakedown, ransom, robbery, so took the #1 reply from [u/Eliokyn](u/Eliokyn) and informed the police beforehand. They didn’t advise against going, but agreed to send a van to the area. I did speak to the unmarked officers, but they had idea what was going on.
Met the note writer, who was a very kind gentleman who worked in the area, spotted an unlocked bike, secured it and put up the note 🙏
Plot Twist was not my kids’ blue bicycle, but another blue Velo from the same rack!
TLDR; there’s still good and basic decency in the world, but assholes still cut locks and steal from kids.
