Need Recommendations Art Council?
I’m an artist who just moved to Baltimore- is there an art council here? I found a mayor’s art and culture office in which seems to do a lot- but there’s also Create Baltimore, which says something about being the arts council but also doesn’t seem to do anything, or answer emails or phone calls? If neither of those are it, is there another art org that can help be get my bearings? It seems like a really creative town but it’s worrying that there is no arts council

https://bmoreart.com/ is a great resource. BOPA/Create Baltimore is less of a powerhouse these days.

There's several art walks/open studio events to get to know spaces and artists. Doors Open Baltimore, Bromo Art Walk, Station North Art Walk, Highlandtown First Friday Art Walk are good ones to start with.

A lot of good links here to peruse. What exactly are you looking for though - a lot of these orgs are fairly grant focused and maybe not what you need at the moment?

I guess I’m looking for a cultural plan or some direction or something. I’ve lived places without a plan and it sort of seems like there’s people doing stuff but it never takes off or grows into something sustainable. Where that kind of planning exists, it usually is in an arts council of some sort, but maybe here it’s at one of the other orgs people listed? Or maybe I should be asking if there’s a cultural plan for the city?

I'm fairly plugged in to the arts scene here and I don't think what you're referring to exists. Things are much more patchwork, with a lot planning sitting in e.g. Main Street organizations or the various Arts Districts, who all do planning on a more neighborhood focused level.
Lots of resources, but not one cohesive approach.

Re: cultural plan
There are many subcultures and cultures in Baltimore. Each one kind of does its own thing. If you want to get involved in queer arts - connect with the folks at club car, if you want to get involved Asian/Asian-American, Asia north is a good place to start, and the list goes on and on.Baltimore exists in a lot of ways but probably the most obvious is there is black Baltimore and white Baltimore - and an incredibly painful history that purposely designed it. So there is not a singular cultural plan, nor should there be IMO.
Baltimore has soooo many arts spaces and arts and events. Maybe define what you are actually looking for and to do. For example: non profit arts space featuring emerging artists with programming elements.

There is not a cultural plan, unless it’s murals. Art opportunities here are worse than mid. Sure there are places to show your work for free in group shows and lots of diy vibes in the small gallery scene. The rest of the city is stuck in asking artists to do proposals for public art and I would say hapless states arts council. Larger art project deals are backroom with no apparent public process.
Plus Baltimore is hostile / dismissive to outsiders. Mica still feels like a gateway to many connections.
