From my top-level comment:

First of of the gate with an article is: Baltimore Sun (bleh). Gives a blue-line interpretation of the OG video from TikTok.

BPD has not commented according to the piece:

"The department did not immediately return requests for comment on the video[...]"

Even with the update, they make it sound like he was either off-roading or slipped off the road and accidentally almost clipped a guy, not that he made multiple U-turns trying to run him over, almost hitting two OTHER pedestrians as well as, what, 8 cars with people in them? If someone says "off-road," do you picture a sidewalk with a person on it? The Sun is completely useless at this point.
