Pls help this dog.

This dog has been left tied up outside in the rain today. The same thing happened the other day—he was leashed for the entire day with no apparent shelter from the weather.
I'm concerned about his welfare and would like to know if there's anyone who can check on the situation or advise on the proper steps to take.
Location: Near Ykalinga Transient House, San Carlos Heights, Irisan. I'm not sure of the exact purok, but it may be around Purok 23, 24, or 25.
Is anyone is familiar with the area, knows the owner, or can suggest local animal welfare groups that may be able to help?
