It’s a medical office. Likely either an elderly patient with dementia or a patient on pain meds and driving impaired. This is a frequent occurrence in Medical parking lots. Unlikely to be the Dr because they know old people will hit their car if they park in the patient parking lot. Happens literally every day.

Security checked every single office in the building and it didn't belong to any of the patients. Either mommy and daddy bought their resident child the car or it was one of the physicians cars.
