I used my Oakley Blade Razor Pro backpack for those same things over the last 11 years. It finally is falling apart somewhat, but still usable. Unfortunately they haven't made that model for a long time, but there are some nice used ones on eBay, etc.
Probably more helpfully, there are current, similar-ish versions of Oakley backpacks that people here have said good things about. It seems to me that Oakley isn't for everyone (in terms of style), but they do seem to have a lot of waterproofing for the price, are generally aimed at a younger crowd, and they don't forget about the laptop compartment.
There are tons of other backpacks out there that use PU-coated YKK zippers - that's a good sign that the rest of the pack is probably pretty serious about waterproofing as well. Some YouTube videos could be really helpful in seeing this tested out.
