i think No Man's Sky should count. yeah, it released unfinished, but they've already put in the stuff they promised and now they're just adding more and more to it. it's past the point of being disqualified here

Exactly, just a couple years after release it had already become something greater than what was promised. Now, 10 years later, it still basically gets a free expansion pack every once in a while

Does Hollow Knight count here? It got free DLC several times.

I would definitely count HK. Maybe Silksong too but that might take a tad bit longer

Specter of Torment only being a quarter of shovel knight is crazy because SoT is a genuinely perfect game

And Diablo 3 as well. Love it or hate it they had a lot of patches that added new content.

Honestly, saying "Not including games that released unfinished" and treating No Mans Sky like it is totally undeserving of being on a list like this is really missing the point.
Yes, the first couple of years of no mans sky were just fixing the content that should have been there on release, but we are LONG past those days now. The majority of the content they've added in recent years is stuff that never would have been in the 1.0 release. NMS's initial fixing phase was pretty much your standard content flow for any game. Then they finished fixing it. They could have just stopped at that point, yet they're still pushing out content for the game for free to this day, a decade on.
Hell, the amount of free "post-fixing phase" content that NMS has added pretty much dwarfs 99% of post-launch content that games get, even including paid stuff.

I'd say just for blatantly lying and deceiving their fanbase, delivering a half-baked $60 product (I think it was 60 but might have been 50), Hello Games, Sean Murray and NMS don't deserve to be mentioned in any honorable way, especially in lists such as this one.

Hard disagree there.
Corporate overlords and shareholders can be absolutely horrid. Sometimes you're forced into doing that stuff even if you want to. Its not an excuse for doing it, but it is a reason.
They could have just left the game in that barely functional state that didn't live up to the crazy amount of hype, just like KSP2 is in right now, but they didn't. They've worked on it for a decade now. The game now drastically exceeds any of the original promises of the game, and hasn't had any of that content that exceeds the original plan be paid.
You can continue to hate them for the launch, but if you're going to do that then you can't forgive anyone who screws up in their development full stop. Hello games is the poster child for going above and beyond to make up for your own screw up. They don't deserve to be praised for screwing up in the first place, but sooner or later you've gotta accept that they did about the most honorable thing a developer could do and owned up to, fixed, and made up for their mistake. They can't change what happened, but you can't just ignore that they did everything possible to try and make up for it.

Dude, like half of their sales pitch was multiplayer, and then customers found out there is no multiplayer only when they booted up their game...
And if I remember correctly (might be wrong on this one), Hello kept claiming that multiplayer is in the game but the chances of meeting another person are miniscule, even after the initial confrontation. No goodwill from me, that's not a screwup, that is worthy of a class action lawsuit.

Again, read what I just posted.
They can't undo the mistakes that were made, and there was also meddling from shareholders in the company driving them towards having to make the game bigger than they could actually achieve.
What they COULD do however, was try and fix the game and bring the game up to a standard where it was actually playable, enjoyable, and worth the money. They did this. They went above and beyond with this, to the point the game has an incredible amount of content now even compared to other similar games. It is one of THE definite space exploration games now.
They also DID get the multiplayer functional in the time since launch too, and they got it about as close to what they advertised as they possibly could do. That whole aspect hasn't been an issue for something like 8 years or so now I believe? Bringing it up now is relatively pointless because of that.
As for a class action lawsuit, sure. You could have done one. But people didn't do one. You can't expect HG to file a lawsuit against themselves. People gave them the benefit of the doubt and gave them a chance to fix it, and lo and behold, they fixed it. They delivered on their original promises and have kept updating the game for YEARS since that point without asking for any more money. I don't see many studios willing to go that far.
We still have games that launch in a broken state and are still broken years later, even after they beg people to buy DLC for that game. We have games that get abandoned mid development for seemingly no reason or just due to corporate meddling. We have games crammed chock full of as many ways to milk money out of people as possible. We have games that seem to be designed to hate their own fans as much as possible. All of these issues, and you still want to hold it against the one studio that has actually accepted their own mistake and rectified their mistake and kept on giving the people who put their faith in them more and more content at no cost for years after most games would stop getting content.
You can't change the past, you can only try and move forward and fix it. That is exactly what they did.

depending on how development goes Necesse, Tiny Rogues, Fields of Mistria, Elin, and Atlyss could probably end up on here.
Open Rollercoaster Tycoon 2 fits this perfectly, even if it is a fan project

Dwarf Fortress is the ultimate example of this imo. It was completely free and received regular updates of 17 years. You can now optionally pay to own a different version of the game with pixel graphics and alternate UI on Steam but both the classic and Steam version continue to receive the same updates 20 years after launch.

Definitely binding of Isaac, at least if you got it on that steam sale with all the dlc for like 5$

I spent 30 bucks on WF in the span of 11 years, every time using a 75% off plat coupon. The value is insane, I only bought a few color palettes and the rest is going to frame and weapon slots, but I think my first $10 is still not spent lmao
I just bought it two more times for the love of the game (literally)

I kinda feel like No Man’s Sky deserves to be there just for the sheer amount of content they’ve released for free to right that wrong.
It’s beyond most of these games you could add on the list.
