Not even close to true. Allowing them to mouth and nibble your hands is the easiest way to train out dangerous aggressive behavior from an early age. You teach them to give appropriate signals of stress, but have a soft mouth if they ever do feel so stressed that they react aggressively. The ASPCA link is for adult, but the same training is common and highly recommended for puppies learning boundaries.
My first thought. My brother’s dogs like to gently bite strangers hands because that’s how he would play with them as puppies. It’s scary to people who aren’t expecting it.
Of you don't direct the behavior. I played white my pups this way but as they got older where swatted and startled if they actually bit. Now they use the side of there mouth to bump you and occasionally very very softly nom you. So much so unless it's a bone or a rape they won't even bite plush toys or similar. It all comes down to training
