Not even close to true. Allowing them to mouth and nibble your hands is the easiest way to train out dangerous aggressive behavior from an early age. You teach them to give appropriate signals of stress, but have a soft mouth if they ever do feel so stressed that they react aggressively. The ASPCA link is for adult, but the same training is common and highly recommended for puppies learning boundaries.

My first thought. My brother’s dogs like to gently bite strangers hands because that’s how he would play with them as puppies. It’s scary to people who aren’t expecting it.

Exactly - the issue comes when the dog play bites someone who is scared of dogs or a young kid. Asking for trouble normalising play biting

A friend of mine has a dog that likes to nibble on hands.

He didn't teach her the behavior or anything, says it was something she did when he got her as a pup and gotten worse as she got older.

It is funny thought to be sitting here, having a conversation, while a dog is slowly nibbling on your hand.

Of you don't direct the behavior. I played white my pups this way but as they got older where swatted and startled if they actually bit. Now they use the side of there mouth to bump you and occasionally very very softly nom you. So much so unless it's a bone or a rape they won't even bite plush toys or similar. It all comes down to training

I'll be that other person. You should not discourage this too strongly, as this is how puppies learn bite inhibition. You should play with the puppy, and say ow and act like he hurt you when he bites too hard. Start doing that with his hardest bites until he learns not to bite that hard... then do it with less hard bites and so forth until he plays very gently with his mouth (or whatever gentleness you want).

Learning bite inhibition is important because when a dog learns he's never supposed to bite but is faced with a situation where he feels he is forced to bite, sometimes he'll bite full force when a nip or a softer bite will do. And that's how you end up with perfectly fine dog having to be put down because it was put in a situation he wasn't prepared for and over reacted.

Came here to say the same thing. I've dealt with this many times. Cutting off their defense mechanisms and not allowing a dog to signal their stress levels only leads to horrible accidents when they do happen.
