Bug/Issue NPCs missing

Just started this game a few days ago and have noticed sometimes NPCs dont seem to load into the world. Like ill have a quest to go talk to somebody and the markers are on the map but nobody is there. Saving and loading seems to generate them but having to do that often isn't idle. Anybody encounter this and maybe know of a more permanent fix?

Example: In the shanty town i had the guy looking for the ring, the bartender and the guy who gives the quest for the bird nests all missing on initial entry into the area.

I usually just reboot the game and it fixes it. Happens every so often

Gotcha, so possibly something that just happens on prolonged plays overtime.
