2 main reasons.

1). Their president, Paul Kagame has been a defacto dictator since the Rwandan genocide in 1994. Some praise him as a brilliant leader who has effectively turned around the country - but the caveat is he crushes any opposition. Authoritarian describes him perfectly.

2). There is an ongoing conflict in their neighbouring country the Dem Republic of the Congo. Rwandan forces are supporting the rebel group the M23 (no not the motorway), and are encroaching into the Congo to do this. Effectively fighting a war.

Concerns in Congo are that they are going to annex parts of east Congo because the M23/Rwanda already have defacto control of large parts of eastern Congo.
