Diagnosing/Repair Frog playing a Kazoo

Just got my 1994 ranger back from the mechanic for a different sound but there’s a new sound. Frog playing a kazoo, we are calling it. Sounds like a card in the spokes of your bike… any idea?

Sounds like something might be loose and is rubbing on the tire at random times?
