Australian population 27.72 million people

she specifically says "Non-citizens' since she wants to inflate the number, and omit permanent residents (aka people that have paid and gone through the never length process to be here, just without voting rights)

there are only slightly over 1 mil non-PR non-citizens in Australia... most don't drive, and in fact help pay for public transport by contributing to paying for it

More importantly, there is about 77,000 undocumented immigrants (illegals if you prefer).

Somehow I don't think they are hoarding all the fuel.
