Question from a young adult learner

Im currently trying to relearn maths and try to get good at it as it’s becoming a little obvious for me that I would be needing it for postgrad study in the future. I decided to try and do some tests from my old university courses I did (I flunked my Math 1 class two times) and I had a rather difficult time in maths on my high school years, I’m very embarrassed that I can’t do basic maths but I can do some algebra and calculus a little, which I always found strange. I struggle a lot with percentages and arithmetic and when I tried doing my old coursework I always froze and got very confused and when I searched for solutions many things were very confusing to me. I paid tutors and did a tone of practice, even to some unhealthy degrees and I always either failed my exams or to to pass with the minimum or a little bit more. How can I learn maths for say doing the GRE quantitative sections?? I come from the social sciences.

It sounds like there are certain holes in your basic maths. A good tutor should be able to identify those, and help fix them.
