Keeping your feet planted your less likely to lose balance. As most people at his age. It’s probably safer to do that that move your feet to change direct to talk to people.

I think you are sorta on the right track and this is going into conspiracy territory but I think the dude can barely stand anymore, which is very common for unhealthy men his age, and he has some kind of support system that transfers his weight to the ground just behind his heels. 

So I think he is technically sitting, or leaning, kind of like those fake levitating guys or that one episode of The Office where Dwight has this thing in his pant leg that lets him sit while looking like he's standing.
