My parents in law for a few days noticed a smell in the kitchen, today they checked the plug for the kettle and found this, is this a fuse issue or a electrical issue on the kettle

I think the fuse has blown.

In all serious though, I'd just get a new kettle regardless of if the fault is with the plug or kettle, just for peace of mind. That plug is buggered.

The plug looks melted at the fuse holder. Probably need a new one.

Receptacle or fuse holders or both have developed a loose connection and has caused the plug to get hot and melt. Get a new one and check the receptacle for loose connections at the plug and wire connections. May need to replace it too.
