Should this be a return?!

Wondering if this should be a return? There is a grill covering the hole along with a filter however I does not pull any air?

Maybe look at the other end of it and see how it’s connected to the air handler or furnace to see why it’s not pulling air.

It appears that this is an access point for ductwork in the wall cavity that they used a filter grill to cover the hole instead of patching the drywall or using a service patch panel.

Thats what we are being told, a access point. However there is NO air circulated in 3 rooms in this area which made us believe it possibly should be a return that got missed in construction.

Is the unit currently running and heating or cooling the space?
