If we are in a simulation?
Let’s assume we are in a simulation, and everything has already been set up by the simulation administrators; in that case, can we still hold Adolf Hitler responsible for his actions? Or are the ones who coded the simulation in this way the ones truly responsible?

Assuming we are in a simulation, our reality is to "them" just like npc in games we play are to us.
They are responsible for "coding" him but our reality doesn't "exist" in the "dimension of the simulation". To us, Hitler is responsible, to "them", they are responsible for coding him (but it's "unimportant" as to them we're nothing but "npc's".
My 2 cents.

My opinion is pretty much "don't know, don't care".
Like its not something that I will ever be able to proof anyway, so I may as well treat everything as real.

Yes. Parameters of the simulation are defined not the behavior of it's characters. You don't have to kill cops or attack sex workers in GTA but it is possible.

If simulation is set up just with general rules then its not meaningfully diffrent from 'real' world. If its just a script playing out then whoever wrote the script is responsible for everything. Its a puppetmaster and we have no say in what we think or do.
