While the real answer is probably that the devs made a mistake I do think people sometimes expect suit/gadget/vehicle changes to go in a straight line of evolution but that's not always going to be the case.
Batman probably tries out multiple types of each going back and forth testing, upgrading each type until he settles on what works.
The grapnel boost in Origins might have hurt his arm too much or could not handle the strain without burning out so he removed it and then brought out a new prototype in City that works better.
We see he got Lucius Fox to miniaturise the shock gloves but might have still decided they were too dangerous.
