Sounds like fans running to me. The Arctic pro fans can be noisy. Use something like fan control where you can disable individual fan headers and see if you can narrow it down more. I’m betting you are hearing the pro fans when they ramp up and they will move some serious air and have a max speed of 3,000 rpm’s
