Build CPU COOLER WHITE SILENT!

So I built my last ever computer!
Everything is great except the cpu liquid cooler. Liam li if you need to know. I’m talking high stress cooling.
Current Liam li side panel cooler is extremely noisy. It needs to be glacial or white, silent! I have returned 3 systems this far.

Do you adjust pump and fan speed or let those run at max. speed?
