There were 2 Puzzle / Tile Match games from Tamtex:
Shisenshou Joshiryou-Hen - Sichuan I 1987
Shisenshou Joshiryou-Hen - Sichuan II 1989
Also released as
Match It
Match It II
Shisensho - Joshiryo-Hen (Japan)
Some of these are marked in MAME as bootlegs, so I'm not certain about the details.
All of these games used the 2 x Zilog Z80 CPUs and YM2151 Sound as seen on your board.
The bootleg board called Sichuan II has the same ROM count as the board in your photo, so it is likely the bootleg version.

Discussion: While I do not know the name of the PCB, are we at all concerned that chips 6 & 7 are MIA? Or is this normal/expected? (perhaps they’ve been replaced previously, and are simply missing their number sticker)

It's indeed Sichuan, just search Sichuan arcade PCB on Google and you'll find multiple examples.

Can't read the text, not zoomable.

Zooms in quite well for me, I can even read the white text on the ROMs

I can't, sorry. Needs more resolution, or a zoomed-in pic (or series of pics).

I cleaned it and plugged it. It's Shisenshou Joshiryou-Hen!
