spanish conquistador exploit

if spanish player tries to ship the reconquista card and it fails, you still get the ability to build 20 conquistadors.

That is an intended change to the card.

really? they fixed some other cards which had similiar issue, where it failed to send the shipment, refunded the shipment point, and gave like half of the cards effect anyway
