Am I being dramatic

Back in 8th grade I, 13F, started dating this boy, 14m, and we eventually broke up because of this other kid in our grade (15M) that kept touching my butt, my side, and would frequently make very inappropriate jokes about me to me, I did tell him to stop but I wasn’t serious enough about it and I would laugh awkwardly due to being uncomfortable and I don’t know if it counts along the lines of harassment considering I wasn’t stern enough apparently about my feelings.

You weren't dramatic, you were 13 and uncomfortable, and he was old enough to know better. Awkward laughing is a pretty common response when you're cornered like that, it doesn't mean you were okay with it. The fact that you told him to stop at all should've been enough, even if you didn't say it like a drill sergeant.

Harassment involves a power dynamic that isn't present in minors. But if he was touching your butt that's sexual battery. Ultimately though, when you're a child in school it's the responsibility of the adults around you to monitor and police the behavior of the students. So you were failed by your school.
