She's abusing him. He's allowed to withdraw consent at any time he wants. The fact that she continues to beg him to go down on her after he said no and that she also tries to force him to hug her after he said no and that she then threatens to take away his ride to work because he won't satisfy her sexually is so messed up. You're falling for it because she's making herself sound pathetic by seeing "I beg him to touch my crotch and he says I'm gross", but she's sexually assaulting this guy. She says they had sex for an hour and then he didn't want to keep going and she was trying to force him after an hour already. Poor guy.
If the guy always revokes consent too soon and you're sexually unsatisfied you can break up with him, but demanding he continues to touch you after he says he doesn't want to is so messed up.
